Because the caster is creating moments of fate. The significance is the act of picking up the message. You could consider it a form of divination, like drawing cards, rolling bones or casting stalks. For some, telling fortunes is part of their observance, or so I have seen in other places. Not like the shuckster work we used to do with the crystal ball and the Madame Olga costume.
